Quick answer: what is Solterra?

Solterra is a community in Lakewood, Colorado, served by the Solterra HOA, the Solterra Patio HOA and Fossil Ridge Metropolitan District, which share a resident website called Solterra Connect. Fossil Ridge Metropolitan District builds roads and utilities within the Solterra boundaries, and its service plan is titled "City of Lakewood, State of Colorado," with property descriptions placing the district's land in the City of Lakewood, County of Jefferson. Solterra Connect describes itself as serving the Solterra community in Lakewood.

For a buyer, the practical question is which entity handles each service and charge. Solterra Connect's contact page answers that with an entity map, summarized below. For the wider city, see our Lakewood guide.

Geography: City of Lakewood, Jefferson County

Fossil Ridge Metropolitan District, which serves Solterra, operates under a Second Amended and Restated Service Plan titled "City of Lakewood, State of Colorado". The legal descriptions in that plan describe parcels in the City of Lakewood, County of Jefferson, State of Colorado.

To check a particular property, look it up in the Jefferson County Assessor's property records search, which also offers an address lookup.

Who handles what: HOA, sub-HOAs and the metro district

Solterra Connect's contact page divides services this way. Fossil Ridge Metropolitan District covers common-area ownership and maintenance for the entire community, listing the pool and clubhouse (The Retreat), tennis courts, parks and playgrounds, paths and greenbelts, and landscaping and trees; it levies property taxes and imposes fees for those district services.

The Solterra Homeowners Association covers trash and recycling, covenant enforcement and design review for the entire community, and assesses dues for those HOA services. Two sub-associations add on-lot services in their areas: the Solterra Patio Sub-Homeowners Association (on-lot landscaping and maintenance, on-lot sidewalk and driveway snow removal, sub-HOA design review) and the Solterra Cadence Townhome Sub-Homeowners Association (on-lot landscaping and maintenance, on-lot sidewalk and alleyway snow removal and maintenance).

The same page lists two more district fee areas: private access areas, where the district provides private street and alley snow removal (plus gate maintenance in Private Access Area No. 1 only), and townhome areas, where in-lot services are noted in the Cardel townhome agreement. It directs residents to a map to find which entity serves a location.

Verify before you buy: identify which areas on the Solterra Connect map apply to the address, then request the HOA and any sub-HOA documents and dues, plus the district fees and the property tax statement. We do not state dues or fee amounts.

Fossil Ridge Metropolitan District

The district's overview page describes it as a governmental entity governed by a board of directors, with the power to impose property taxes and other fees and charges. It says the district is responsible for constructing major public utilities and roads within Solterra's boundaries, and for operating and maintaining common-area landscaping and parks, the clubhouse and the pool. Items that are not turned over to the City of Lakewood are maintained by the district.

Solterra Connect's governing documents page links to the district's original, amended and second amended service plans, its rules and regulations, and intergovernmental agreements with the City of Lakewood, including one relating to maintenance. Its financial information page links to audit reports, a fee schedule, budgets and mill levy resolution excerpts. We do not quote those figures or the district's formation year; read the current documents directly.

Amenities and who can use them

The district's amended and restated recreation policies, adopted May 20, 2019, cover the swimming pool, The Retreat, parks and other recreation amenities, and say Fossil Ridge Metropolitan District No. 1 owned and operated them when the policies were adopted. Residents and property owners within the district's boundaries may apply for up to two access cards per household; the policies list a deed or a current lease among the forms of proof, and the district manager decides at its discretion whether to accept the proof. Access is subject to timely payment of the district's fees, charges and taxes.

The same policies allow people outside the district to use the pool for an annual fee set by the board and to rent The Retreat at a non-resident rate, with access subject to capacity. Residents and owners may bring two pool guests per day per address. Rules can change, so check the current policies and fee schedule with the district manager.

Home areas named in the sources

The entity map names a Solterra Patio Homes area and a Cadence Townhomes area, each with its own sub-association, along with separate townhome areas and private access areas that carry district fees. Beyond those names, the sources do not describe home styles, sizes or prices, so this guide does not either.

Schools: check by address

We have not confirmed from an official source which school district serves each Solterra address. If the address is in Jeffco Public Schools, that district says it is divided into articulation areas that provide assigned schools for each neighborhood, publishes elementary, middle and high school boundary maps, and also offers choice enrollment. No source we opened names the schools for Solterra addresses, so verify the district and assigned schools for the exact address, for example with Jeffco Public Schools' boundary maps and School Finder. We do not rate schools.

Property taxes and due diligence

The Jefferson County Treasurer oversees the collection and distribution of property taxes and provides ways to view and pay them. The Assessor offers property records search and address lookup. The district's overview says its financing of public infrastructure results in a tax liability for each property owner in Solterra. We state no mill levy or tax figure; check the Jefferson County records and tax statement for the specific parcel.

What to request before you offer

Find the address on the Solterra Connect entity map and note whether a sub-association, private access area or townhome area applies. Request the Solterra HOA documents and dues, and any sub-HOA documents. Read the district's current fee schedule and recreation policies. Pull the Jefferson County property record and tax information. Check school boundaries by address.
